Plans of Policy Change

Every candidate should have a list of items they want to change or improve on. Below is a list of items Alex is looking at to improve the lives of every citizen.

A home improvement opt-in program.

With little to no cost to the city we can implement a voluntary program to create an escrow of sorts that would be collected with property taxes. That money would then be reimbursed to the homeowner with proof of work to the exterior of the home. This will go to both improve the houses of our citizens, incentivize home ownership, and improve property values.

Allow entrepreneurs to work.

With home "gigs" becoming normal it's time to allow business owners to do what the original small-town businesses could do. We need to allow people to more easily allow, during daylight hours, operate home based businesses. So if you're selling something, or have a professional license, and want to work on your own but are unable to afford a storefront, we need to find a solution. This would require a change in both City Ordinances and Zoning Code

Parks for all, not just tourists.

Bay City has plenty of official parks, but many of them haven't seen an improvement project in decades. In the Sixth Ward only because of the Saginaw Bay Land Conservancy and their partners have we seen updates to Bigelow Park and the south middleground bike trail. But Roosevelt Park and Vets Park have seen amenities age or be eliminated. The fees for using the parks are also detrimentally high for no reason.

More public friendly meetings

One of the most common complaints I hear when attending City meetings is the meeting agendas and timings. Many municipalities who do stacked meetings list their first meeting and put the second one as "immediately following". But we aren't. Bay City's consent agenda is also confusing to the outsider, and both of these can be corrected in the Commission Rules.

Yearly "State of the Wards"

Commissioners are part-time, that is true. But why shouldn't they be able to make or publicly state how the city is working? This doesn't have to be chest-thumping of how their ward is better but it can be a way to tell what different parts of the city are hearing from their constituents and what their direction is more than once per year.

Special Tax Zones

The City needs to realize that some of their problem is coming from tax funds that are funneled from the general fund via special tax zones called TIF's. When TIF's have their way and are running out of ideas (or have poor leadership) we see weird pet-projects like paintings on streets and opulent partially private buildings on public property. With the zones outside of Bay City's major TIF's falling farther behind we need to change the investment of Bay City's taxes to ensure our whole city is moving forward.
